Webb County occupies a large swath of South Texas along the United States–Mexico border, with the city of Laredo serving as the county seat and the region’s principal population center. The county’s judicial infrastructure includes four District Courts, a Constitutional County Court, two County Courts at Law, multiple Justice of the Peace Courts, and municipal courts in Laredo and El Cenizo. Two separate clerk offices manage court records: the District Clerk’s Office, which serves as custodian of records for the District Courts and County Courts at Law, and the County Clerk’s Office, which maintains county-level records including vital records, property filings, and misdemeanor case documentation.

Individuals searching for Webb County court records have several avenues available to them. The county operates an Odyssey Public Access portal that permits free online searching of criminal, civil, family, and probate case records. Records may also be requested in person at the relevant clerk’s office in the Webb County Courthouse or by mail. Texas court forms, rules, and general judiciary information can be explored through TexasStateCourts.us, and documents may be filed electronically through the eFileTexas system used statewide.

Are Court Records Public in Webb County?

Court records in Webb County are presumed public under the Texas Public Information Act, codified at Texas Government Code § 552.001 et seq. This statute establishes a broad right of access to government records, including most court filings, orders, judgments, and docket information. The public may inspect and obtain copies of these records from the relevant clerk’s office or through the county’s online portal.

Several categories of records are restricted from public access under Texas law:

  • Sealed records: A court may order records sealed in cases involving trade secrets, ongoing investigations, or other compelling circumstances.
  • Juvenile records: Proceedings involving minors are generally confidential under the Texas Family Code.
  • Adoption records: Sealed upon finalization, accessible only through a court order under specific statutory provisions.
  • Certain family law records: Financial information, mental health evaluations, and other sensitive documents filed in family cases may be restricted.
  • Grand jury proceedings: Records of grand jury deliberations remain secret.
  • Expunged and nondisclosed records: Individuals may petition for expunction or an order of nondisclosure to remove qualifying records from public view.

In addition, pursuant to House Bill 4350 of the 89th Texas Legislature (2025), certain personal identifying information — including Social Security numbers, driver’s license numbers, and residential addresses — may be redacted from publicly available property records at the written request of eligible individuals such as peace officers, judges, and other protected persons. Parties filing court documents are generally responsible for redacting confidential identifiers before submission.

Copy fees at the County Clerk’s Office are:

  • Certified copies: $5.00 (Clerk’s certificate)
  • Non-certified copies: $1.00 per page

The District Clerk’s Office maintains a separate civil filing fee schedule that details current charges for filing new cases, obtaining certified copies, and other court services.

Webb County Criminal Court Records

Criminal cases in Webb County are heard in several courts depending on the severity of the offense. The four District Courts — the 49th111th341st, and 406th — handle felony prosecutions. The County Courts at Law (Court at Law I and Court at Law II) adjudicate misdemeanor offenses, including Class A and Class B misdemeanors. The Justice of the Peace Courts handle Class C misdemeanors and traffic violations.

Criminal case records typically contain charges filed, CJIS codes, case status, hearing dates, dispositions, sentencing information, and the names of the parties and assigned judge. These records are maintained by the District Clerk’s Office for cases in District Courts and County Courts at Law.

Searching criminal court records can be accomplished through these methods:

  1. Online portal: The criminal records search on the Webb County Public Access site allows searches by defendant name, case number, or date range.
  2. In person: Visit the District Clerk’s Office at Suite 203 of the courthouse during business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.). Provide the defendant’s name or case number to assist the clerk in locating the file.
  3. By mail: Submit a written request to the District Clerk at 1110 Victoria Street, Suite 203, Laredo, TX 78040, including the defendant’s name, any known case details, and a self-addressed stamped envelope.

Arrest and jail records are maintained by the Webb County Sheriff’s Office. The booking jail search tool displays individuals arrested within the last 48 hours. A separate jail inmate and bond search allows the public to look up current inmates and bond information. The Sheriff’s Office can be reached at (956) 523-4500.

For individuals seeking to clear their criminal records, the District Clerk’s Office provides information on expunctions and the County Clerk offers a petition form for orders of nondisclosure. An expunction removes all records of an arrest from public databases, while an order of nondisclosure limits public access to records of deferred adjudication cases that meet statutory criteria.

Webb County Civil Court Records

Civil litigation in Webb County is divided among the District Courts, County Courts at Law, and Justice of the Peace Courts based on the amount in controversy and the type of claim. The District Courts handle civil matters where the amount in controversy exceeds the jurisdictional minimum, including personal injury claims, contract disputes, and real estate litigation. The County Courts at Law share concurrent jurisdiction over certain civil matters. Justice of the Peace Courts hear small claims cases — lawsuits for the recovery of money or personal property where the amount in dispute does not exceed $20,000 (per current Texas law) — as well as eviction proceedings and debt claims.

To access civil court records, the public can use the civil case records search on the Webb County Public Access portal. Searches can be conducted by party name, case number, or filing date range.

In-person requests should be directed to the District Clerk’s Office for cases filed in District Courts or County Courts at Law. For Justice of the Peace cases, contact the appropriate precinct office. Key contacts for small claims and evictions at Precinct 4 are (956) 523-4837 or (956) 523-4838.

Electronic filing is mandatory for attorneys in Texas courts. All civil filings must be submitted through eFileTexas.gov, the state’s official e-filing system. Self-represented litigants may also e-file but are not required to do so.

The District Clerk publishes the current civil filing fees on its website. Additional court costs may include service of process fees, jury fees, and deposition charges. The District Clerk’s website also provides online resources with links to self-help legal information, court forms, and legal research tools.

Property records are maintained by the County Clerk’s Office and can be searched through the County Clerk property records portal. The Webb County Appraisal District maintains a separate property search tool for assessed valuations, ownership history, and tax information. Recording fees for real property documents at the County Clerk’s Office begin at $26.00 for the first page, with $4.00 for each additional page (per Local Government Code § 118.013).

Webb County Family Court Records

Family law matters in Webb County are adjudicated by the District Courts. There is no standalone family court; instead, the District Courts handle divorces, child custody and visitation, child support enforcement and modification, adoptions, termination of parental rights, and protective orders. The County Court at Law I also handles certain family-related matters, with a dedicated civil and family court coordinator reachable at (956) 523-4346.

Family case records can be searched on the family case records page of the Webb County Public Access portal. Enter party names or a case number to locate a specific proceeding.

For in-person requests, visit the District Clerk’s Office at 1110 Victoria Street, Suite 203, Laredo, TX 78040. The office handles filing, retrieval, and certification of all family law documents. Child support inquiries can be directed to the District Clerk’s dedicated child support section.

  • Marriage license fee: $82.00 (cash, check, or money order accepted)
  • Informal marriage declaration: $47.00
  • Parental consent form (applicant under 18): $1.00
  • Certified copy of marriage license (after registration): $8.00
  • Marriage license search: $21.00

The license is valid for 90 days from the date of issuance. Both applicants must provide valid government-issued identification.

Vital records are also available through the County Clerk’s Office. The office maintains application forms for birth and death certificates for both in-person and mail requests. Current fees at the County Clerk’s Office are:

  • Birth certificate: $23.00 (each additional copy ordered at the same time: $23.00)
  • Death certificate: $21.00 first copy ($4.00 each additional copy ordered at the same time)

Eligibility to obtain vital records is governed by the Texas Health and Safety Code § 191.051, which limits access to the individual named on the record, their parents, legal guardians, or other persons with a direct and tangible interest. Requesters must present valid identification.

The City of Laredo Vital Statistics office also maintains birth, death, and fetal death records for events occurring within the Laredo city limits.

Webb County Probate Court Records

Probate matters in Webb County are handled by the County Courts at Law rather than the District Courts. County Court at Law I has a dedicated Probate Court Coordinator, Fernando Lozano, who can be reached at (956) 523-4343 or by email at lozanof@webbcountytx.gov. Probate proceedings include the validation of wills, appointment of executors and administrators, administration of decedents’ estates, guardianship of incapacitated persons, and resolution of disputes over estate distribution.

Probate case records are searchable through the probate case records page on the Webb County Public Access portal. Users can search by the decedent’s or ward’s name, case number, or filing date range.

To request copies of probate records in person, visit the District Clerk’s Office at 1110 Victoria Street, Suite 203, Laredo, TX 78040, during regular business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.). Provide the decedent’s name, case number, or other identifying information. For mail requests, send a written inquiry to the same address with the relevant details and a self-addressed stamped envelope.

Probate records are generally open to public inspection under Texas law. However, certain guardianship proceedings may involve restricted information — particularly when medical records or evaluations of an incapacitated person are filed with the court. These documents may be sealed or accessible only to parties with a demonstrated legal interest.

Key steps for locating a probate record in Webb County:

  1. Gather the decedent’s full legal name and approximate date of death or filing.
  2. Search the online probate records portal or contact the Probate Court Coordinator at (956) 523-4343.
  3. If the record is located, request copies from the District Clerk’s Office and pay the applicable copy fees.
  4. For certified copies, specify that certification is needed; the Clerk’s certificate fee is $5.00 plus the per-page copy charge.

Individuals who need to open a new probate case or file documents in an existing proceeding may do so electronically through eFileTexas.gov or in person at the District Clerk’s Office. The District Clerk’s website lists current filing fees applicable to probate matters.
