Liberty County is in southeast Texas, with its county seat in the city of Liberty. The county’s court system includes two district courts, a county court at law, six justice of the peace courts, and several municipal courts, all operating out of the historic Liberty County Courthouse at 1923 Sam Houston Street and various satellite locations throughout the county. Court records generated by these tribunals document every stage of litigation, from initial filings and motions through final judgments, sentences, and orders. They serve as permanent evidence of how disputes and criminal matters have been resolved and are essential for legal professionals, researchers, journalists, and members of the public.
Texas residents and others seeking court records can begin their search through official court resources maintained by the state and by Liberty County directly. The Texas Judicial Branch oversees statewide court operations, while TexasStateCourts.us may also help users locate publicly available court case information. At the county level, records are accessible through the offices of the District Clerk and the County Clerk, through public-access terminals at the courthouse, and through several online portals described in detail below.

Are Court Records Public in Liberty County?
Court records in Liberty County are generally open to the public. Two overlapping legal frameworks govern access. Texas Rules of Judicial Administration, Rule 12 addresses public access to judicial records (administrative and operational records maintained by courts), while access to case records in civil matters is governed by Rule 76a of the Texas Rules of Civil Procedure, which establishes procedures for sealing court records and presumes that records are open unless a court orders otherwise.
Records that are generally public include:
- Criminal case files (charges, dispositions, sentences)
- Civil case filings (petitions, answers, motions, judgments)
- Probate proceedings (wills admitted to probate, estate inventories, guardianship orders)
- Marriage licenses and declarations of informal marriage
- Property records (deeds, liens, mortgages)
Records that may be sealed or restricted:
- Juvenile proceedings
- Adoption files
- Mental health commitment records
- Certain family law matters involving children
- Records sealed by court order under Rule 76a
- Orders of nondisclosure under Texas Government Code § 411.081
- Records containing sensitive personal identifiers (Social Security numbers, financial account numbers)
When a court seals records under Rule 76a, any party or intervenor may challenge the sealing by showing that the public interest in openness outweighs the specific privacy or safety concerns cited. Redaction is used to remove personal identifiers before records are made publicly available, particularly in electronic databases.
For records held by law enforcement rather than the courts, the Texas Public Information Act (Government Code Chapter 552) governs access, with its own set of exceptions for ongoing investigations and law-enforcement techniques.
