Guadalupe County is situated in south-central Texas, with its county seat in the city of Seguin. The county’s judicial system operates through multiple courts that generate and maintain a wide range of legal records, from criminal case files and civil judgments to family law orders and probate proceedings. Two district courts — the 25th Judicial District Court and the 2nd 25th Judicial District Court — handle the most serious matters, while a County Court at Law, a Constitutional County Court, four Justice of the Peace courts, and several municipal courts round out the local judiciary. The District Clerk and the County Clerk each maintain distinct categories of records, and understanding which office holds a particular document is the first step toward a successful search.
Residents and members of the public looking for Guadalupe County court information can take advantage of several resources available throughout the state of Texas. The TexasStateCourts.us website can help users locate publicly available case information and navigate the broader Texas court structure. In addition, official clerk offices in Seguin offer in-person access and public terminals, and online portals maintained by the county and by state agencies allow remote searching of case indexes, dockets, and certain document images. The sections below explain exactly where each type of record is kept, how to request it, what it costs, and what legal rules govern access.

Are Court Records Public in Guadalupe County?
Texas law establishes a strong presumption of public access to court records. The Texas Public Information Act (Government Code, Chapter 552) guarantees the right to inspect and copy governmental records, including those maintained by clerks of court. Separately, the Texas Local Government Code, Chapter 191 (Section 191.006) specifically provides that records filed or deposited with a county clerk are open to public inspection.
Despite these broad access rights, certain categories of records are restricted or sealed under state or federal law. The following types of records are generally not available for public inspection in Guadalupe County:
- Sealed cases — Records sealed by court order under Texas Rule of Civil Procedure 76a or by statute are inaccessible unless the seal is lifted.
- Juvenile proceedings — Records involving minors in juvenile court are confidential under Texas Family Code, Title 3.
- Adoption records — Final adoption decrees and related files are sealed and may only be accessed by court order.
- Orders of nondisclosure — Individuals who successfully petition for nondisclosure under Texas Government Code, Chapter 411, Subchapter E-1 have their criminal records removed from public view.
- Grand jury materials — Testimony and deliberative records of the grand jury remain confidential.
- Sensitive personal information — Social Security numbers, financial account numbers, dates of birth of minors, and home addresses of certain officials are subject to redaction requirements under the Texas Rules of Civil Procedure and local court orders.
Requests for records that a clerk believes may fall within an exception are forwarded to the Texas Attorney General’s office for an opinion before disclosure is denied.
